with no vacuum at the actuator the butterflys should be shut - if you rip the whole TVIS hardware off the car (requires removing whole intake), you'll see a spring that holds them closed.
there's a 'resevoir' of vacuum for the actuator as it need a bit of force to overcome the spring tension. it also provides vacuum for when you WOT the engine at 5k and the valves try to stay open with manifold vacuum near zero.
