No I don't think sanding will work, but filing might. Thanks Apollo. 
Strober $120 sounds a bit steep, as each rim didn't cost me that much and i still need tyres. Your not wrong about the white rims, they look great with the greeny blue paint job.
Might try filing them a little and get them repowder coated.
