i hate to be the bearer of bad tidings, but...
it CANNOT be rising rate if it is not manifold referenced...
the whole idea is that the fuel rail pressure id adjusted to keep the fuel pressure "across the injectors" at a certain level.
1:1 keeps it at the same pressure
rising rate increases pressure across injectors with boost.
the only way this is ever going to happen is if the regulator knows what ht pressure in the manifold is..
if you don't have a vac line going from manifold to fuel pressure regulator, as soon as you come on boost the pressure drop across injectors decreases, and the amount of fuel coming out decreases...
you need to work this out pretty quick ie don't drive it!
