i had to do that for my 18R as sometimes i was only getting 6-9V from the start switch inside the cabin.

it is a risk for theft (makes jump start v.easy) ... but is cheaper than a whole new starter motor/solenoid.

damage is usually to the solenoid windings getting a bit hot when being held open with only 6-9V instead of 12V. Also, pitting on contact surfaces of the solenoid also contributes to poor performance.
