I've had this problem (different car tho)..and it was the sender. As the fuel drops from full, resistance is increased and needle in guage drops back with less current. When I pulled the sender to bits, I found the resistance coil worn out and wires broken, I guess from from many hundreds of thou klms (it was a hi mileage car) petrol sloshing around below half full.
