you could sand blast it, then go over it with wet and dry, sand blasing will piss off all the paint and rust(if any), if you sand it back afterwards it will make it all smooth again, then you could primer it. what you should do are some tests. say take some peices of an old body part and san blast one then sand back. use paint stripper on the other.
the advantage of sandblasting is it is quick and will get rid of surface rust.
we use a sand blaster at work to blast alternater housings, work really well and leaves it ready to paint.
