Sand blasting is good for small rust spots, but blasting whole car is bad idea. Sand blasting wears down the metal quite bit and that's why rally guys often gets their cars water blasted(not probably right term). Warping is the another problem.
Paint stripper is the trick but remember that healthy layers of paint below fresh paint is the best rust protection.
