HD set top box information

hi guys.
Just wondering how many of u have much experiance with set top boxes. I get pretty dodgy reception from my room. Being surrounded with 3 power boards and alot of magnetic fields. So yeah wondering how a HD set top box works. And what is involved. How much of an improvement would it give me in quality.
Assuming my current picture i get is approx 40% of DVD quality.
If i properly installed a set top box and whatever else involved what would i get?
Dudes that sell it that i've asked don't know squat.
