you can re-use the seals if they are in good nic, but you can also buy them from toyota, pretty exxy though I think..
yeah, that is exactly what I would do, take it off, take it somewhere to get sand blasted (ideally) otherwise a nice strip and brush then paint with a "rust proofing" primer and you're set!
