this is the flap which is bent, and has a counterweight onthe outside??
called the "high speed valve" it does the same job as a vac operated secondary sort of... even if you floor it, the high speed valve stays closed until there is enough vacuum to open it..
if you remove the flap, you get a little more flow thru the carb, but then you need to pay attention to how soon you fully open the throttle so it doesn't bog down...
