yup, get new seals...
there is much mystery about turbos, but it's mostly just because it's a high $$ industry. buy a seal kit, put the core together, maybe put a new bushing in if it needs it.. then take the core to a good place to get balanced... theres a turbo shop in Vic somewheres(i can't remember who, but could find out) that will balance the rotating assembly for $60...

once thats done, housings are easy...

you don't _need_ to balance it, but might be cheap insurance. afaik, balancing is only done to 50-60Krpm, whereas it may spin up to 150Krpm in service.... some is better than none tho
