Reconditioning an 18R will cost way more than it's worth. Keep your eyes open, 18R-G's pop up every now and then in the trading post. It also might be a good idea to come to the Celica club meeting (the next one is this coming Tuesday), there are always people selling Celica bits and someone is likely to have an 18R-G for sale.
From my experience these engines typically cost between $500 and $1000, depending on condition.
