you won't get that ke20 registered as a modified vehicle. rewind about 15 years and it was possible. who remembers that guy who got his v8 gemini in all the magazines, but the law changed about 4 months before he finished his clean streeter project. they wouldn't let him register it, even tho the build was years old
read some RTA or vic roads documents, you may be able to register the car as an ICV, but it will have to be compliant with all current ADRs. airbags, side intrusion, crumple zones, etc. the amount of money you'd spend on a ke20 getting it to that stage, fuck! i'm pretty sure i'm the biggest KE corolla advocate in the world and not even i would do that, it wouldnt even be a ke20 at the end of it anyway, there's no point
one other thing you might be able to do is shorten and narrow an HQ chassis and drop the ke20 shell onto that, you'd just have to register your corolla as a 1972 holden utility
if you don't mind just having a v8 racecar though, do that. there's a ke17 drag car up at willowbank (george wegener, read the latest drag racing aust magazine). and there's a ke20 at grafton hillclimbs with a 327 in it. i've taken the measurements, you can fit a 302 windsor in a ke30 without moving the firewall back, not too sure about the strut tops
