technically, a GUE - with fuel injection - was not available to Oz celicas when the RA23 was being imported?
so in theory it should require a mod [blue] plate (issued with engineers certificate) as the induction system was not available for this car in Oz.
but first, i think you should simply ask the dude (or dudette - there's a few) who will provide you with a safety certificate about this first - they may not want to see a mod plate for this relatively simple mod.
