i would certainly make sure you sort the tune before sticking too much boost in it .
really it should all be done at once on the dyno
but for a rough guide i dont have exact spec of that turbo but if its the same as the sepecs i have if 18 psi = 320 rwhp then assuming manual transmission then 20 psi should equal just on 380 so 21- 22 should get close to 400 .
but 400 rwhp is pushing this turbo about as far as it can go
but this all depends on if you are running stock ignition system
The factory ignition system is a little pissy for that much boost
and assuming you are running a fairly high flowing exhaust
ie 3.5 inch with no or twin cats
in regard to tune your goal should be to make as close to 400 h.p as possible with as little boost as possible .Sort your shit then up the boost doing it in reverse is an engine failure waiting to happen
