if it is alloy, TIG weld would be most permanent, but the thin castings, and lower melting point of the cast alloy smight make it a bit tricky... find a 'good' welder, or find a replacement cover 
if you were to use metal putty stuff, i'd only use on the outside.. wouldn't want it coming off inside the motor!! if it's not too hard to remove from the motor later, give some of that stuff (is it JB weld??) a go, if it leaks, then fix properly....
