By far the best way is to just contact them and ask what needs to be done and what is allowable and under what conditions.
In SA one simply fills out an application to modify form from Transport SA stating what one wishes to do to the vehicle. Then they look it over and provide a list of EXACTLY what is required to obtain compliance in terms of engineering reports, tests and conditions.
