the way an engine is built is that it has all these little gaps and tolerences and so forth so when the engine is all warm and at operating temperaturte everything then has the right amount of gap and so forth, so for an engine to run best and have less wear it wants to be running at operating temperature and plus by the sounds of it the engine is running very cold and therefore the oil isn't even getting to operation temp.
i'd say you want to fix the problem or at least fill it with a very low number oil.
