I only just found this thread and since I'm at work, I can't really read everything here. Will later though.
For now, I'll say that (as Sam stated). Part of the reason for these forums is to foster a community and restricting access is not the way to go if we want the community to thrive.
But I do like this idea:

If we could somehow structure it so that interstate members don't fall under our insurance, then the membership fee would drop to bugger-all.
Worth considering. If it's at all possible.
