MaNGeW, Your best bet is to have the bumper bead blasted! Removes the paint without stuffing the substrate. If you sand plastic,if becomes furry Razz , and becomes a bitch to paint, as the little tufts of plastic continue to stick up through the primer, and then into the topcoat. Panel shops in general, exchange most bars with a company that repairs them off site. Exchange bars come primed ready for top coat.
