Backspace is right; the hook turn accommodates tram exclusion zones while keeping both lanes clear for through traffic. If you know how to do it you'd have no problem so just learn k?

Would you prefer that drivers queued up in the right hand lane blocking 50% of an intersection's throughput to make the turn? No doubt they'd creep and then be obstructing tram tracks for a light cycle waiting to gun through on the amber when oncoming traffic stops.

Think about it. If the tram can't go when the light is red because the light is red and the tram can't go when the light is green because some moron is sitting on the tramlines cause they wanna turn right, what happens? Tram can't go, tram waits at the intersection till the end of peak hour (which in the CBD is 7am-9pm.)
