Just to add my 2c 
My 89 GZ20 Soarer with 1G-GTE does basically exactly the same... a puff of blue smoke when I start it up, resulting in need a litre every couple of weeks. And when I floor it I get clouds of brown/black smoke out the back and my rear bumper is caked in SHITE... REALLY annoying :\
I'm in the process of trying to solve the soot issue as I don't think its natural, so I'll try and let you know how I get on... as for the valve stem seals, well fuck it, 1k is coilovers and I know which I'd rather spend 1k on
