In short, yes, but it depends. It would be a floating system. You'd need to make sure the internal diameter of the rotor hat fits over the axle hub face (and clears other suspension bits). Of course you'd need to make a caliper bracket and for simplicity use a caliper with an integral handbrake function - these are invariably heavy and shit.
