I would say that they have put this crap on there because they didn't know how to weld properly / neatly.
When I get all this crap off I'm going to repair the speed holes with metal not bog... I think theres probably a good 10-20 kgs of this stuff on that panel.
None of the other panels appear to have this level of filler on them.
PS It's on the driver side rear quarter of my KE20.
