I would suggest an older RWD celica/corolla or a slightly newer FWD corolla/levin if you have a little bit more money to spend.
Depending on how much money you have an older car can auctually be driven much faster then 4WD turbo Celica!!!
AS much as there fun they are big heavy and expensive.
There are 2 main clases cars fall in PRC and Group N (well 3 if you count Group A which doesnt really exist anymore) Group N is for newer cars and are very Restricted as to what you can do as you have to follow the Homologation Papers to the letter, and then there is PRC which is basically everything else.
if you build a pre 1986 car you can prety much to what ever you want to the engine/car, but after that date you are a little bit more restricted as to what you can do with things like inlet manifolds and injection systems and lots of other stuff.
Woops and yes you have to run prety much with the engine that was available for that car, ie yes you can run a 4AGE in a sprinter but no 20V as there is 4 valves too much.
Having said that just go out and buy a car that is ready to run will save you $1000's
Go do some club stuff like supersprints to see if you auctually like it and want to be broke for the rest of your life.

Good advice but not all of it applies to me. Well it does but meh.
My engineer rallies escorts so I was thinking something along these lines, but Toyota. I could go out and buy an Escort all setup with a bullet proof engine for $10k but then would have to spend a few $k more to set it up for me.
I was advised to buy a rolling shell as rust free as possible for a cheap as possible. Rollcage, tank and such are as easy as pie. Major expensive for me would be building an engine.
All up I wouldn't want to be spending much more than $12k, and then this would be over time.
