12psi is a simple matter of fitting a bleed valve; a very common and painless procedure. A copper headgasket would be a good precaution, but you realise you have to completely strip the engine down to install one of those right? In any case the 7M's headgasket weakness is extremely well documented so I won't go into it any further; do a search and you'll be up to your elbows in useful information.

700hp from a 7M is certainly possible and it's been done plenty of times, but a lot of modifications are necessary to make a 7M hold together with that sort of power. You certainly won't get anywhere near that much with a stocker!
