uhmm yeah there is a place for an O-ring even the fwd GE, has an indent step, as does the rwd outlet, most you will find have been siliconed as your suggesting, not a bad thing but sometimes if the two mating surfaces are to coroded or warped it causes the issues similar to what has been mentioned here.
