im a boiler maker 
the heat mats used by boiler makers and welders are pretty much the same stuff but the big difference is the stuff we use at work comes in 1 meter squares or bigger! so unless you dont mind cutting it up and having a ragged edge visible all the way down the pipework use proper tape.
your better off getting a heat shield made up for the parts you want to protect and then getting your new pipework ceramic coated
