the wiring diagram for a 1986 supra from here:

specifically:

suggests that the fuse could be blow by a:
short in the fuel level sensor wiring
water temp sensor wire grounding
short in the control circit for the demiste r& switch and the control side of the relay that feeds power to the windows/sunroof
remove the relays for sunroof, power windows and sunroof and see if gauge fuse still blows - if not then one of them is culprit.
to identify fault in guage, disconnect the sensors that do NOT switch to ground, re-connect one at time until fuse blows...
my earlier advice about the oil pressure sensor would be rong - sorry.
