I don't understand why you take it this way? His just saying which can take more on an unopened engine. Tuners will usally give a guestimate of what they feel is "safe" levels of power based on what they have done in the past.
Yes you can blow up a motor on a bad tune etc etc but lets say for arguments sake that both were in controlled environments. Both running X amount of boost and running safe mixtures which would die first. Hopefully this make it a little easier for you to understand, heh.
