A dremel is basiclly a small hand held drill that can hold different types of attachments like small drill bits, grinding stones and cutting blades!
As for those rounded bolts, I would do what has already been said! Get another bolt welded on top of it! This works every time without damaging anything!
rollaboy, I'm not exactly sure what allen bolt you are talking about, but does any of it hang out the top so you can get a grip on it with something? If not, you can get small security bits that look like allen bits but they are square! If you can get a size that you can hammer down into the bolt you can then unscrew it with no worries! I have done this a few times! Not on cars but its the same thing!
