first thing to do is check to see if you have a relay, if you do, then the wires may be loose, or the fuse maybe blown. If you dont, then you will have to get one.

The diagram is stupid and very hard to follow, look at what wire they say goes to each pin, its easy to figgure out then.

*I HIGHLY reccomend you solder the terminals on the relay, saves you from haveing the problems i did*

Heres a description right from the celica.net forum, posted by 88BlackGT-S

"This fix was posted by me over a year ago when I was just getting into fixin' my car, so here goes again. If you can wire a car stereo then you should have no problem with the starter relay fix.

Buy a 12V auto relay, wire the terminals as follows(only 4 wires to hookup):
87 - +12V (fuse this wire at battery with 30 amp)
85 - Ground (battery or chassis your choice)
86 - starter solenoid wire (ignition side)
30 - starter solenoid wire (starter side)

***The starter solenoid wire is the smaller wire coming off the starter. Black w/yellow stripe I believe, there is a connector which you will have to cutt off in order to splice in the relay. While you are at it remove starter and check the big wire for corrosion, if so replace or clean up. Starter is located underneath the exhaust manifold. Pain in a** to remove, but worth doing at least once.

You can use solderless terminals or you can solder all the connections for even better reliability, best to use 12 to 14 gauge wire for the connections. Wrap everything with electrical tape to keep out water and dirt."
