What we really need is a system similar to that employed with Motorbike licensing.
This system requires all riders in NSW to do a 2 day tafe-like course with a company called RightStart and demonstrate a set of competencies at the end before sitting a knowledge test to obtain their Learner license.
The course would be roughly 50/50 theoretical/practical and one of the biggest points raised are driver/rider awareness.
I know after completing this course not only was I a better rider but also much more aware of what was happening while in my car. Other people with motorbike licenses can back me up on this.
I only recently completed the P's course and it was even better than the L's. It assumes that participants have been practicing for minimum 3 months and have obtained further skills and works to develop them. This course really sorts out the people who have just been riding rather than practicing as many people fail.
Some of the stats that RighStart have are amazing as well... Around 50% fewer motorcycle deaths since the introduction of this course.
I can't see this happening in the near future but it really is the only way to improve driver skills and attitudes on the road.
