Your engine has some sort of problem if it's behaving like that, and a CSI isn't going to fix it (even if it does hide it). Check your ignition and fuel mixtures, preferably with an exhaust gas analyser, and see if something's amiss.
FWIW my 18R-GEU has never had a functioning CSI and it starts and idles fine, even on cold mornings.
