usually balls go on the end of springs... usually 
I pulled apart a solex about a year ago and i remember
there was a ball, and i remembered i knew where to put
it, but i don't remember now 
The water is most likely from your fuel tank/lines from
when the car was sitting. Ever seen water in a fuel can
for the lawnmower or something, it beads and sits at the
bottom (heavier than fuel) so if it gets in your carby
it would tend to stay there i think.
Any luck starting it yet?
Have you got spark? as in at the coil lead/spark leads?
And if so is it big and juicy with a yellow outter, or a
little thin blue line?
With the tops of the carbies off, turn on your fuel pump and
check fuel is filling both the float bowls?
Also if there is/was water in one of them that white looking
corrosion could be gunking up the needle and seat?
One way, i cant remember if you can do this on solex's though,
is to run the carb with the top off, and watch and see if the
fuel fills it up and that the float stops the flow when full..
Generally with too high fuel pressure, or too high float level
the fuel will drip out of the jets and a rate of about a drip
every 5 seconds or so. So if it is too high pressure, or a leaking needle and seat you'll definately know it. By looking
down the barrels at the jets.
I had a problem on an 18rg where the needle and seat vibrated
all the way undone, causeing cyl 3&4 to flood like crazy, stutter, and generally made the car run like crap.. But
it still started. (2 cyl first, then they cleared the other 2,
then it ran on a stuttery 4) But it still ran..
Maybe your fuel is suspect? If you've got an electric pump,
and maybe not too much fuel, disconnect the fuel line and
squirt it into a bucket and check what it looks/smells
like?
Or maybe remove the suction line and put it directly into
a fresh can of fuel and see if it runs then?
