A lot of the time the technology was outlawed or the people who knew it where killed / ran away and never passed on the knowledge. We don't need to have 2 branches of evolution to have that make sense. You just have to remember that we didn't always have writing or technical drawing to pass on the technological knowledge. If your apprentice didn't understand bits of what you taught him, or decided to change career or get killed, then the knowledge was lost. A lot of time astronomy was heavily tied into religion. The thing about religion is a lot of times another religion comes along and tries to stomp your religion out. It becomes dangerous to practice the religion, so nobody does, and the knowledge is lost. So between people dying, civilizations become less affluent and not needing high technology, civilizations being destroyed, religion being crushed, a complete lack of sufficient writing, not having children, knowledge being outlawed, knowledge being adapted and changed due to storytelling being the only real method of conveying ideas and no technical drawing you can understand why a LOT of knowledge could be lost.
