'Cheap' and 'horsepower increase' don't go well together.
You can look at bigger jets for your current carb or go the performance one but either way, expect your fuel economy to drop thru the floor.
A pod filter and ducting with air back to the carb will help it breathe a little better.
Taking off the cat and punching out the internal honeycombe stuff inside that will reduce some of the restriction in your exhaust. Its illegal as well of course.
Other than that, advance the timing a few degrees, feed it some good spark plugs gapped correctly, and that is about the limit of 'good cheap horsepower' for a Hiace.
Save up for a NOS system maybe ?
