Ok, I may have been slightly out. But I believe the issue comes under ADR 21:

ADR 21 - Instrument Panels.
Provides for instrument panels to be suitably padded and free of any sharp projections and edges to reduce head injury on impact.


Thus you get done for safety issues. I am still looking for the stuff I read before. Like most laws and rules there are always grey areas.

Read the section on dash panel on page 7. Mind you this covers things like gauges etc hanging of the dash or instrument cluster. The A-pillar mount I guess is not clearly covered by this.
