Yes you will see a major improvement in flow once it's getting enough power.
As for the wiring, run a nice heavy cable to the engine bay and hook it up to the battery via relay and fuse. Fuel pumps draw a lot of current so you need good wiring or you'll see a nasty voltage drop, which is what you're seeing now.
