Look there could be a number of things causing this problem. Having your discs on minium thickness aint a good start or good idea. They heat up faster and fade quicker. If you brake pedel is excessivly hard this means your booster is cactus, from what you describe it doesnt sound like this is the case. Secondly what brake pads may you be running? The quality of pads could have a great effect on your cars braking ablility. Check your booster vacc hose and make sure it is actually proper booster vacc hose, becuase this will make a big difference. Also check your one way valve on your vac hose make sure that is not deffective. Your brakes may need bleeding, your seals in your master cyl might be shot or bore scored. Finally check that your handbrake cable is tensioned properly cause this can cause the brakes not to work properly.
