cam, compression, exhaust, porting, carb, EFI etc all spring to mind... in fact, exactly the same as you do to any motor you want to get more power from.

4K or 5K block could help, but for my budget dollar, 4K block with 3K head, mild cam, a bit of porting and a 1.75" exhaust will do well..

for a bit more poke, 4K block, 3K head, ported well, 235@50thou cam, 430-450thou lift, dual valve springs and machined rocker towers, tuned extractors, 2" exhaust.
thats about as far as you'd want to go in a street motor.

for race spec, google for TOSCO manual for the 3K.
