Figure out the distance the car travels with 1 complete rotation of the back wheels (same as the circumference of the tyre). This is the distance of the wheels revolution.
Take the rpm at a given speed, say 4000rpm at 60km/h, with the gearbox in 4th (again, to make things easier). The engine is doing 4000 revolutions per minute, and transmitted through a typical 4th 1:1 ratio, the driveshaft is doing the same rpm. Transmitted through the diff, which is a reduction gear, lets give it a ration of 4:1, when the driveshaft does 4000 revolutions, the axles will spin only 1000 times.
That means your wheels are spinning at 1000rpm. Get the distance your car travels on 1 wheel revolution, lets say 1m, times it by 1000 to get your km/minute, then by 60 to get your km/h.
The example car would do 60km/h at 4000rpm in 4th gear, which matches the given speed at the start...
That's just off the top of my head, there may be a quicker way.
