i think you're talking about the replacement inserts for the front strut shocks, right?? the oil in a shock absorber/damper/strut is to control its action.

THERE SHOULD NOT BE ANY RATTLE!!!!!!! they've got to fit right.
NO, tape is not ACCEPTABLE,

the external oil when replacing he original with an insert is for conducting heat.≥
