if the person cant give you their lisence details, the only thing to do is call the cops.
a friend of mine had a similar thing happen
first time he's been involved in an accident, the guy gave them a bogus buisness name, bogus mobile, buisness and home number.
they had the rego, but by the time the cops found out where the car was and checked it out, there was no damage to be seen
