Hi Tom, you can get a full sill, or sections of sill. Once you have them in your hands, I am sure Dad, being a competent welder, will be able to see exactly what has to cut out, and replaced with the new section. If you intend to totally replace the sills, the car will have to be braced, before you remove the old sills. Personally, I would initially determine the extent of the rust, then order sufficient sill sections to accomplish the repair, without totally removing the entire sill panel. You should visit your local library/ TAFE library, and do a bit of research through their publications.
