some engineers dont like to certify things unless everything is also upgraded to handle the extra power, for instance a 4a with a turbo it owuld be advisable to use the 4agze box.
One engineer i spoke to wanted written documentation that my w55 and f series diff could handle the power of my 1g, now who besides a engineer is going to put their name to say it is ok, hence I'll be going to a different engineer
