Well obviously if the car is unsafe in the way you described then yes the can put a sticker on it for only one problem. But if they are minor things, that dont effect the safety of the vehicle, eg torn drivers seat,tyres that are just illegal, brake pedal a tad low, crack in a tail lens etc, then they need to find at least three of these minor faults do defect the car. It also depends on your attitude towards the police officer if they are only minor things.
