This is lifted straight from my post on the old forums so some bits might not apply...

BOV's vent compressed intake air from after the turbo to either the atmosphere (pssht) or back into the intake before the turbo (for no flames in an AFM engine). They only open when the throttle is closed... hence throttle closed blow off valve. The idea is to release some of the pressure between the turbo and the throttle butterfly to extend turbo life and reduce spool up time (the turbo isn't trying to compress air into a wall and so continues to spin freely). They generally don't give you any more power but may change the power curve between gears.

Wastegates are different altogether and do not vent air at all. They bypass exhaust gas from before the turbine to after the turbine thereby limiting the amount of gas the turbo uses to spool thereby limiting boost. Internal wastegates are generally fitted to OEM turbos and consist of a bypass valve within the turbo housing that opens when actuated via a pressure sensing valve. That is, when the pressure sensing valve sees, say 12 lbs of boost, the actuator opens the wastgate and the exhaust gas bypasses the turbine.

External wastegates are usually used with aftermarket turbos (eg Turbonetics, Garrett) and perform the same function as described above. They generally allow for more exhaust gas flow (as they are usually used with bigger turbos) and tend to be more accurate not to mention easier to adjust. Some have a threaded top which when screwed up or down, raises or lowers the boost by changing the effective rate of the internal spring. Others have a diaphragm and an internal spring and are adjusted by varying the amount of pressure going to above and below the diaphragm.
