Is your 02 sensor a 1 wire or multiple wire variety?

The body of the O2 that screws into the exuast manifold is the ground connection, make sure it's got good contact, but chances are that isn't the problem, you put in a new working o2 sensor and the problems are still there.
Another thing to check, and i'm not sure your car would have it, is the o2 sensor after the catalytic converter. I'm not sure your car would have that second 02 sensor as it might just be a california emissions thing, but worth a look.

With my friends celica i checked the wiring from where the o2 sensor plugs in, all the way back to the ECU, the wiring was good, but i found other wires that were partially melted and exposed wire wich is dodgy. In the end it was a dud AFM and 02 sensor.
