There's no real need to wait until you replace the wheels.

If they're scrubbing now, what've you got to lose by fitting your new springs and dampers straight away? If anything, for any given ride height an increase in spring rate, etc. will improve the scrubbing situation. Just recognise that with 8" rims stuffed under there (what, 245's?) you can only achieve so much.

Then when you fit new wheels the suspension package is already sorted.

Overspringing the car will make it quite skittish; there will be a propensity for the car to actually bounce about over bumps rather than absorb them in suspension travel. When this happens loss of traction occurs.

ie. braking hard on turn in, good spring/damper package will absorb bump travel from corrugations and maintain tyre contact with the road, ensuring steering and braking control is maintained; conversely oversprung package will bounce the car about as the shock imparted by the corrugation is not conpletely accommodated by the spring/damper. Loss of tyre contact in combo with heavy braking and turn in leads to brake lock up, understeer, etc.

When you say replace struts, do you mean replace them with other strut assemblies to upgrade brakes or replace the front strut inserts? If the latter, you may as well get new springs installed while the struts are apart. If the former, you'll need to find inserts and custom springs to suit XT130/RT132 strut as described here.
